Yes, there is almost a countless number of Chinese automakers….
But there is no dedicated automotive regulating body in China , like the NHTSA in the US. And..,the car owners voice is very weak.

Joao, sorry, I should have specified that I was referring to Chinese independent automakers, not foreign, like Mercedes. In fact, the record will show that in the past, most recalls in China have involved foreign automakers.

That’s not true.

Mercedes, Vw, etc, are recalling their cars there

And, this seems to be the case with both legacy and start-up auto maker's vehicles.
On the one hand, it may attest to a system that produces outstanding quality control.
Or… on the other hand, there may be two factors at play:
1. The lack of manufacturer accountability due to current underdeveloped regulations.
2. The weak voice of the complaining customer, in an environment where traditionally:
"The nail that sticks up gets hammered down"
Perhaps the first scenario cited is true, and if so….,
the (global) car buying public is in for a big upgrade in the value for its money.
Now that the overseas market for Chinese cars grows, by leaps and bounds, we will have to wait and see.

It's very common for automakers to run a 'Service Campaign' through the TSB system to notify service centers/dealers to replace certain defective parts, sometimes voluntarily and sometimes under threat of a class action lawsuit. Occasionally, they can sneak through a safety related fix in a TSB Service Campaign even though legally they must go through the recall system.

Automakers in the US can only get away with this for small batches of cars or minor safety problems, otherwise the risk of being reported is too high. In China, there's so many automakers, car models, and iterations that it may be difficult for the regulator to keep up.

People , whith some reason , want a new complete steering wheel even if theirs shows no problem. There was a defect in the first batch and instead of recalling it they are repairing them.

I don’t know the the gravity of the issue but saying that they are gambling with their lives is purely false. The steering wheel is mechanical and even if there is a eletrical problem you can always react.
